The Division of Public Health (DPH) within the Department of Health Services (DHS), works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.

DPH is recruiting for the Chief Medical Officer (CMO) & State Epidemiologist for Environmental and Occupational Health, within the Bureau of Environmental and Occupational Health (BEOH). This position will be located at the DHS central office in Madison, Wisconsin and will primarily work Monday-Friday with daytime hours. This position will be expected to work a minimum of 2 days per week with the opportunity of 3 days remote work as well. This schedule may vary based on training or operational needs. Occasional travel (approximately 4 weeks per year) is required to attend grantee meetings and national public health conferences.

Position Summary:

The CMO will advise DHS Leadership and lead DPH in population health, medical and clinical priorities. The CMO will also provide leadership and support to BEOH sections including Hazard Assessment; Environmental Epidemiology and Surveillance; Lead and Asbestos; and Radiation Protection and will support the BEOH commitment to ensure that each person can live and work in healthy spaces by putting prevention first and centering equity in our programs, policies, and partnerships. This position also serves as the State Epidemiologist for environmental and occupational health concerns by leading surveillance activities for the purpose of public health planning. The CMO will be expected to work closely with programs focused on asthma management and prevention, childhood lead poisoning prevention, occupational health, environmental hazard assessment, and climate and health.

The incumbent is responsible for providing expert guidance, with a health equity lens, during BEOH strategic planning, vision, and policy efforts that will lead to improved health outcomes. The CMO is the primary liaison with federal, state, and local agencies and organizations including the state Medicaid Program. The incumbent will serve as the Division’s subject matter expert representative and/or advisor with media inquiries to inform the public of health issues related to environmental and occupational health hazards and prevention and intervention measures. The CMO provides professional judgment, expert medical and public health guidance to the State Health Officer and Division to assure that health policy and program resource allocation decisions are appropriate, that timely prevention actions are taken, and that policy reflects sound public health principles and priorities.

Salary Information:

The total starting salary is up to $271,752 annually or up to the appointment maximum at the time of the appointment, depending on qualifications, plus excellent benefits. The salary includes discretionary supplemental pay for management responsibility. Qualified individuals may earn additional supplemental pay up to $21.00/hr for Board Certification or $7.00 /hr for Board Certification eligibility.

This position is classified as a Physician Management and is in pay schedule and range is 50/51. A 12-month probationary period is required. Pay for current or former employees is set based on the rules that apply to compensation for the applicable transaction.

Job Details:

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

All state employees are required to report their COVID vaccination status, whether vaccinated or not, and must provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment.

For positions that do allow remote working flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications:

Minimally qualified applicants will have all of the following:

Licensure to practice medicine in the State of WI or the ability to obtain licensure prior to appointment. Board certified or eligible for board certification in OB/GYN, Pediatrics, preventive medicine, family medicine, internal medicine, or similar field upon appointment. Experience with public health, including public health assessments, epidemiology, disease surveillance, and public health leadership. Experience providing consultation, training, and education, and program content advice to state, federal, and local agencies. Experience using evidence-based practice to develop and implement policies and procedures.

Well-qualified applicants will also have one or more of the following:

Experience or education with topics related to health equity and social determinants of health. Experience providing direction for quality improvement and program evaluation as the principal investigator on grants or research projects.
