Kaiser Permanente-Washington Permanente Medical Group is seeking a Part Time 0.45 FTE Local Lead, Inpatient Quality Management to join our St. Joseph Hospital team in Tacoma, Washington.

General Summary

The Inpatient Quality Management Program Lead is accountable for the overall KPWA care delivery of members who receive hospitalist services in partnership with the KFHP leader(s). Sets high standards of quality performance for the team and actively ensures the standards are met. Organizes the care of KP patients to maximize their health, improve quality of care all while reducing waste and excess costs. Creates a culture of service, quality and efficiency.

The IQM Lead is expected to promote diversity and equity within the department as consistent with WPMG Board’s commitment to equity and diversity. They will provide the clinical leadership direction and oversight to provide ongoing IQM program development for their Hospitalists, while working collaboratively with their health plan partner(s). They are responsible for the WPMG department budget, and quality of the patient care by our Hospitalists. The IQM Lead will collaborate with the Hospitalist Service Line Chief and our partner hospital administrations to support the IQM performance of staff in the department.

Principal Duties and Responsibilities

Strategic Direction:
  • Ensure that the organizational vision and strategic direction are communicated to the physician staff.
  • Create, support, and enhance a culture that supports the WPMG mission by leading efforts to launch and maintain the IQM program in our partner hospitals.
  • Ensure an integrated patient care collaboration model comprised of a set of processes and staffing practices that creates alignment and accountability across all providers and departments who care for patients in the hospitals.
  • Develop and foster IQM strategies across the region for rapid patient assessment, appropriate level of care, effective IQM rounding practices, safe and timely discharges
  • Communicate and advise leadership on operational issues, progress on implementation of the IQM program and concerns and successes of physician staff on behalf of our patients.
  • Provide alignment with our physician group by providing training, common language, and addressing escalated concerns.

Physician Leadership:
  • Accountable for performance management. Specific responsibilities include setting IQM expectations, giving real-time peer review feedback, recognizing excellence, promoting IQM skill development, and celebrating successes of the medical group members.
  • Instill the IQM foundational elements of care delivery, leverage the power of our technology and integration, and provide a common IQM approach.
  • Support IQM program consistency across the region.
  • Involve and engage medical staff in efforts to continually to improve the delivery of services in KFHP-partner hospitals.
  • Promote excellence in the performance management of all clinical staff in collaboration with the KFHP operational partner(s)
  • Partner with the health plan director(s) to help develop IQM skills in all staff.
  • Model IQM practices and promote excellent patient centered care by removing patient care delays and instilling the IQM philosophy, “why not now, do it today”.
  • Inspire and encourage all staff to adopt IQM skills and embody the IQM approach to patient care.

Partnership:
  • Model and promote an effective IQM partnership between WPMG and KFHP Case Management and Continuum of Care.
  • Partner with the KFHP operations director(s) to achieve common IQM goals for service, clinical quality, and access.
  • Collaborate with other sites/services within care delivery to optimize communication and establish clear referral patterns between specialty and primary care teams in order to enhance the quality of care provided to our patients.
  • Partner with contracted hospitals to resolve or improve operational processes, clinical care, service or facility delay issues.
  • Include the patients’ voice in the assessment and planning of care delivery.
  • Represent the group in various forums to improve the coordination of care, define patient and customer requirements and promote collaboration in the delivery system

Operational Excellence and Quality:
  • Promote effective physician leadership to make KP the best place to work and to receive care.
  • Promote use of practice guidelines and evidence-based medicine.
  • Encourage efficiency of medical practices using process improvement technology.
  • Actively support and participate in clinical care delivery decision-making to ensure clinical care meets the highest standards of quality and cost-effectiveness.
  • Oversee clinical quality and decision-making of providers, reinforcing IQM expectations and standards and ensure the use of appropriate strategies.
  • Promote affordability for our patients by supporting IQM strategies.
  • Act as liaison to consultant staff and leadership to ensure practices and procedures for effective care of patients in order to minimize inappropriate use of hospital-based services.
  • Ensure a safe, productive and supportive work environment for all staff.
  • Develop optimal practice environment (IQM tools, processes, escalations) to promote highly efficient physician practices.
  • Implement and adjust IQM practices, processes and tools.
  • Ensure staff compliance with IQM program requirements.
  • Define clear IQM expectations for workload, putting the patient in the center.

Medical Group Brand and Image:
  • Actively promote KP as the best place to practice and receive care within KP and to the community.
  • Translate and communicate KP mission, the IQM vision and performance to staff.
  • Celebrate successes, recognize excellence in performance, and communicate accomplishments to build pride.
  • Partner with KP to improve the organization’s reputation and image by promoting inpatient quality management, excellence and expertise of the medical group.
  • Partner with DHMD to develop goals with the intent to enhance our matrixed relationship and improve patient care.
  • Develop external relationships to promote the visibility and competence of KP with a focus of building local community confidence in KP medical care.

  • Knowledgeable about care delivery across the continuum.
  • Expertise with MS Office (Word, Excel)
