THE POSITION: The Associate Director for Extramural Activities, NICHD, leads and directs the Institute’s activities related to extramural training and manpower development, infrastructure development, extramural policy, scientific review, and grants management by ensuring an adequate and well-trained research workforce that reflects the current and emerging needs of science and includes sufficient numbers of investigators from diverse disciplines and from underrepresented groups; supporting research infrastructure and enhancing the development of new approaches for conducting inter and cross-disciplinary research; developing, implementing, and coordinating extramural policies and operations; providing essential initial scientific review for applications assigned to the Institute, including program project grants, research grants in response to RFAs, training grants, cooperative agreements, and R&D contracts; ensuring effective and proper grants management through oversight of the Institute grants management activities; managing and monitoring all business aspects of grants and providing information and guidelines for grant applications; and overseeing the closed session of the National Advisory Child Health and Human Development Council.

The incumbent reports to the Deputy Director, NICHD, and oversees and provides management assistance for an extramural research training and infrastructure development program portfolio of approximately $80 million as well as a staff of approximately 45 health scientist administrators, scientific review administrators, and grants management staff. The Associate Director will manage three significant program components: Office of Extramural Policy (OEP), Scientific Review Branch (SRB), and the Grants Management Branch (GMB).

The Associate Director for Extramural Activities serves the Institute’s extramural research community and the IC by overseeing research policy and management for scientific review and for grants and contracts. NICHD awards approximately 850 grants, fellowships, and contracts annually for an extramural budget of approximately $1.1 billion. Incumbent is responsible for the development and oversight of the NICHD scientific initiatives phasing and provides guidance and review of all solicitations affecting NICHD’s research programs. The exceptional breadth of NICHD’s extramural research program presents unusual challenges for the SRB, and the incumbent is responsible for overseeing initial peer review for funding mechanisms and initiatives with institute-specific needs. The scientific areas covered include: Biobehavioral and Behavioral Sciences; Developmental Biology; Function, Integration, and Rehabilitation Sciences; Health, Behavior, and Context; Obstetrics and Maternal-Fetal Biology; Pediatrics; Population Sciences; Reproduction, Andrology, and Gynecology. The incumbent is responsible for all coordination for the Center for Scientific review for SRB related issues as well as for receipt and referral for the Institute.

The Associate Director for Extramural Activities serves as a principal advisor to the Director and Deputy Director, NICHD, on extramural policy issues. The incumbent also serves as an expert consultant, advisor, and spokesperson on NICHD extramural research activities. Key responsibilities include developing, directing, and coordinating extramural program activities and operations and managing human capital and financial resource allocations; providing support to the Director, DER for representing NICHD extramural interests on the NIH Extramural Policy Management Committee (EPMC); and serving as a liaison for NICHD with other institutes in resolving disputes regarding scientific issues.        

This position is unique in that it straddles the extramural research and management components in the Institute. Moreover, the incumbent has the potential to increase the capacity for the conduct of research relevant to the training and diversity of investigators who are engaged in topics relevant to the mission of the NICHD. For more information on NICHD, please visit: https://www.nichd.nih.gov/

QUALIFICATIONS: The position requires an individual with a Ph.D., M.D. or other doctoral degree in a related biomedical field and excellent knowledge of the scientific focus areas of NICHD in order to interface effectively with the Extramural Program Division Directors and to be a full partner in implementing the full scope of NICHD’s broad research agenda described above. Experience must include significant and accomplished experience in the management, planning, coordination, and communication of scientific programs. In addition, this individual must have expertise in the policies and programs necessary to provide guidance for a federally funded basic, translational, and clinical research program.
