Unit Leadership

The Medical Director, Inpatient Rehabilitation Facility (IRF), will work collaboratively and in partnership with the IRF Program Manager and IRF Nurse Manager to:
  • Define, establish, and direct clinical care teams, process improvement efforts, and program development.
  • Ensure extraordinary patient care and experience and optimal caregiver engagement by employing the Intermountain Operating Model to address all fundamentals of care: Safety, Quality, Access, Patient Experience, Engaged Caregivers, and Stewardship
  • Participate in physician, APC, nursing, and therapy recruitment and retention efforts
  • Work collaboratively with all caregivers to build a truly interdisciplinary approach to care delivery
  • Serve as unit champions for the development of a culture of high reliability and psychological safety
  • Lead out in the process of building relationships, inviting feedback, identifying opportunities, and engaging each member of the team in improving unit culture and performance
  • Align unit strategies with system priorities to drive unit performance and outcomes

Provider Oversight

The Medical Director will:
  • Develop and oversee all physicians and advanced practice clinicians (APC) providing care on the unit in conjunction with the associate medical director for Rehabilitation Services
  • Demonstrate and reinforce the provision of safe, efficient, high-quality patient care to all patients on the unit
  • Exemplify safe, collaborative relationships with all caregivers irrespective of role
  • Set the coverage and call schedule for all providers on the unit to ensure appropriate coverage for all patients

Clinical Management

The Medical Director will:
  • Consistently provide direct patient care on the Inpatient Rehabilitation Unit
  • Lead effective treatment planning with unit staff to facilitate both medical and functional progress in a safe and efficient manner
  • Provide oversight for all care provided to patients on the unit
  • Provide acute hospital consultations as requested
  • Serve as a liaison with referring providers, patients, families, and downstream partners

Time Commitment

The Medical Director will spend no less than 20 hours per week on the rehabilitation unit which may be comprised of clinical and administrative duties

An average of 4 hours per week of protected administrative time will include:
  • Process improvement projects, follow-up, and team huddles
  • Rounding with caregivers (providers and other disciplines)
  • Unit leadership and/or staff meetings
  • Coordination/meetings with related hospital or community partners (i.e.: stroke, trauma, or SNF meetings)
  • Participation in system IRF leadership meetings
  • Rounding with other stakeholders (referring providers etc.)
  • Coordinating unit coverage and call
  • Staff education (one hour per month)
  • Survey prep and participation

Essential Job Duties

Safety
  • Assists in compliance education with appropriate standards required by all governmental agencies
  • Coordinates appropriate communication and resolution of physician / APC disruptive behavior with local medical staff leadership and system IRF physician leadership, in accordance with Medical Staff Bylaws
  • Works collaboratively with the Office of Patient Experience on safety-related issues
  • Champions the standards and principles of Zero Harm
  • Reviews and recommends changes, as appropriate, to policies, procedures and practices pertinent to patient care

Quality
  • Ensures that evidence-based clinical care standards for physicians / APCs are established, communicated and effectively implemented on the unit
  • Ensures adequacy of patient treatment programs and services, in collaboration with the clinical team, to support desired outcomes
  • Holds regular performance reviews with unit providers, system IRF leadership and hospital leadership as appropriate
  • Responsible for appropriate physician / APC discipline, in coordination with Medical Staff leaders, hospital administrator and system-level leaders
  • Performs reviews for appropriateness of documentation and clinical work in partnership with hospital medical staff leadership
  • Teaches, models and ensures appropriate physician / APC behavior in conjunction with the associate medical director for Rehabilitation Services
  • Maintains appropriate and accurate documentation and records to ensure compliance with all facility, system, governmental and applicable accreditation (CMS, CARF, Joint Commission) requirements
  • Assists in quality reporting, including educating physicians / APCs about publicly reported measures and appropriate clinical documentation
  • Collaborates with Rehabilitation Services for strategic and best practice development and implementation
  • Supports and drives results for key metrics and initiatives identified by Rehabilitation Services
  • Collaborates with system leadership and clinical teams to develop and/or modify treatment programs and services consistent with the needs of patients, families and other stakeholders
  • Demonstrates active involvement in learning and the professional community specific to areas of care and oversight

Patient Experience
  • Champions and helps drive improvement in patient satisfaction amongst all caregivers
  • Presents professional appearance, and models the Intermountain Values of integrity, trust, excellence, accountability and mutual respect

Access
  • Provides medical management and consultation for all patients regardless of their ability to pay
  • Assists in development and maintenance of physician / APC and other staffing models
  • Assists local and system leaders in developing, maintaining and overseeing appropriate unit onsite and call coverage
  • Participates in advocacy activities within the organization and community to support care and remove barriers for persons with impairments, activity limitations and participation restrictions.

Stewardship
  • Demonstrates understanding of CMG payment system, tiered comorbid conditions, case mix groups, impairment group assignment, and medical necessity documentation to support rehabilitation admission as reasonable and necessary
  • Participates in the development of capital and operating budgets for the rehabilitation unit
  • Helps develop and maintain metrics related to operational, resource utilization and financial performance
  • Participates in unit and system goals related to improving Fundamentals of Extraordinary Care
  • Support appropriate system and local outreach efforts related to the rehabilitation unit

Engaged Caregivers
  • Builds relationships with physician, nursing and administrative leaders to help achieve the Intermountain Mission
  • Acts as a mentor for providers, and conducts coaching and counseling sessions as appropriate
  • Promotes and helps facilitate caregiver engagement
  • Maintains current admitting privileges at assigned hospital by adhering to facility medical staff bylaws and departmental expectations
  • Regular attendance at appropriate hospital and system-wide meetings, including: IRF education meetings, IRF Performance reviews, local IRF leadership meetings, Step-back reviews, Department Meetings, department huddles
  • Responsible for new physician / APC orientation in collaboration with system and hospital IRF leadership
  • Ensures physicians and APC staff are educated regarding policies and procedures related to the functions and responsibilities of rehabilitation practitioners.
  • Actively supports, encourages and participates in continuous improvement processes and activities
  • Fosters positive and collaborative relationships with the medical community, payers, referral sources and other internal and external stakeholders.
  • Participates in ongoing marketing and education efforts, within the organization and community, to support the needs of persons served as well as the Rehabilitation Service Line.

Minimum Requirements
  • M.D. or D.O. degree must be obtained through an accredited institution, will be verified
  • Board certified in Physical Medicine and Rehabilitation
  • Three years of clinical experience including work on an inpatient rehabilitation unit
  • Knowledge of Inpatient Rehabilitation
  • Familiar with CMS regulations regarding medical necessity and compliance for rehabilitation
  • Understands CMS reimbursement rules and their relationship to clinical management of the rehabilitation patient
  • Working knowledge of coding principles and impact of documentation on reimbursement in the acute rehabilitation setting
  • Basic Life Support Certification (BLS) for healthcare providers
  • Strong relationship and interpersonal communication skills, servant leadership approach, even temperament

Physical Requirements
  • Interact with others requiring employee to verbally communicate as well as hear and understand spoken information
  • Mobilize around rehabilitation unit for patient rounding
  • Remain sitting or standing for long periods of time to perform work on a computer, telephone, or other equipment

Preferred Qualifications
  • Previous medical director or associate medical director experience
  • Experience leading healthcare teams
  • Three years of progressive healthcare leadership experience
  • Experience with and knowledge of clinical documentation best practices and rehabilitation payment systems
  • Experience or training in Continuous Improvement or healthcare transformation
  • Experience in a role requiring effective conflict resolution skills to work effectively with difficult issues including the ability to effectively listen and show good professional judgement
  • Significant portion of recent clinical work done within the hospital setting
