Kaiser Permanente-Washington Permanente Medical Group is seeking a Part Time 0.6 FTE Pre-Hospital EMS Medical Director to join our WPMG HQ team in Renton, Washington.

Job Summary

The EMS Medical Director is accountable for delivering the Kaiser Permanente (KP) Promise to every member, every time. The Medial Director is expected to promote diversity and equity within the department as consistent with the WPMG Board’s mission. The Medical Director will provide clinical leadership, direction, vision and oversight to build and provide ongoing prehospital services to KP members across the KP care delivery owned and operated care system and the contracted network. The position is responsible for strategic planning of the pre-hospital system to ensure KPWA members care is affordable with high quality and satisfied experience. The Medical Director develops a coordinated plan to steer EMS patients to KPWA EMS partners, KPWA sites of care (Urgent Care) and preferred network ER’s. They will work collaboratively with their health plan partner to understand and create policies and procedures that would help to support these objectives.

The position will be responsible for cultivating and managing relationships with air and ground transport ambulance companies’ leadership to develop protocol to meet shared goals on joint operations, hospital avoidance, data reporting and quality of care. The Medical Director will be primary in collaboratively resolving issues related to shared goals that arise with EMS partners (i.e. untimely response times, level of services provided, etc.).

The EMS Medical Director may be asked to take on other roles and responsibilities as assigned by the WPMG and/or KFHPWA Chief Operating Officer or designees. The EMS Medical Director job description may be revised over time based on operational needs.

Leadership

  • Encourages front line staff to improve care where they work.
  • Supervisory responsibility for EPRO team of clinicians. Responsible for all functions related to supervision of direct reports in collaboration with WPMG HR partners.

Strategic Leadership

Strategic and Business Development:
  • Setting program level targets based on KP care models of quality and affordability. Will drive strategy development to achieve targets.
  • Partner closely with operational and medical leadership in the Urgent Care, CIA, CM, Hospitalist, Primary care and Specialty service lines regarding shared goals and coordination.
  • Develop and implement policies and procedures, provide clinical oversight, and provide overall direction of all programs and services associated with their role.
  • In conjunction with multidisciplinary leadership, develop goals and objectives for their area of focus.
  • Provide leadership across multidisciplinary teams and with external partners to ensure KPWA provides a seamless, integrated, high quality and high compassion experience for all specialty care patients throughout patient experience.
  • Ensure that procedures, and updated care is provided at the best location consistent with our service, quality, and resource stewardship goals.
  • Values the perspectives of diverse stakeholders including clinical teams, patients and their communities.

Operational Excellence

Operations:
  • Ensure that patient care is provided in accordance with applicable law and accrediting agency standards to the fullest extent possible.
  • Actively builds a culture of equity by understanding health disparities and creating system level interventions to address them.
  • Collaborate with other specialties to optimize communication and establish clear referral patterns between teams in order to enhance the quality of care provided to our patients.
  • In partnership with KFHP Director, accountable for high level patient outcomes including quality, access, service, safety, and financial metrics

Practice Management and Guidelines:
  • In conjunction with multidisciplinary stakeholders, develop evidenced-based clinical practice guidelines to ensure the highest possible clinical outcomes, reduce clinical practice variation, and appropriate utilization of resources for KPWA members.

Partnership:
  • Model and promote an effective partnership within KPWA.
  • Work with business and innovation teams to develop new business models for care delivery
  • Collaborate with other specialties to optimize communication and establish clear referral patterns between teams in order to enhance the quality of care provided to our patients.
  • Include the patients’ voice in the assessment and planning of care delivery.
  • Values the perspectives of diverse stakeholders including clinical teams, patients and their communities.

Innovation:
  • Encourages front line staff to improve care where they work
  • Promote efficiency of medical practices using process improvement technology.

Collaboration and Teamwork
  • Actively promote KP as the best place to practice and receive pediatric care within the community.
  • Translate and communicate Kaiser Permanente mission, vision and performance to staff.
  • Collaborate with network hospitals to develop care management programs to ensure appropriate utilization of emergency department
  • Build community relationships, connecting EPRO and virtual care to enable hospital avoidance, and redirection to KP Acute Care centers and preferred hospitals to improve member experience. -Work with EPRO operations medical director to coordinate the delivery of high-quality medical care, coordination and repatriation activities including recruiting outstanding clinicians.

Experience

Familiar with WA EMS systems and network
Maintains Board Certification and seeks to maintain knowledge of major advances in the practice of medicine and within specialty area.
Meets WPMG performance standards for quality, service, access, coding and documentation.
Prior work history with EMS and Prehospital Management
Board Certified by ABMS or member of ACPE or another appropriate accreditation
ED board certified
Washington Permanente Medical Group Shareholder in Good Standing
Credentialed by KPWA
Current unrestricted appropriate Washington State license, e.g., physician, Physician’s Assistant, Doctor of Optometry license.
Completion of approved residency program.
MBA, MHA, or MPH – health administration or related field.
MD, DO, OD or PA with experience in a health care business leadership role not including required experience below.
