The Soldiers’ Home in Holyoke is seeking a dynamic and innovative physician who will serve as the Chief Medical Officer (CMO) for the facility. The Soldiers' Home in Holyoke is a state-funded, fully accredited health care facility that has historically had the capacity to serve 246 long-term care residents and 30 residents of the independent living domiciliary.

The selected candidate will be responsible for ensuring that medical services provide safe and high-quality clinical care, per all laws, rules and regulations established by federal and state oversight agencies, including Joint Commission, Department of Public Health (DPH) and Department of Veterans Affairs (VA). The CMO establishes standards, oversees and monitors the provision of medical and restorative services and collaborates with other clinical staff to provide all levels of treatment to ensure the health, safety and well-being patients living in a long-term care facility, including outpatient services. This position reports directly to the Superintendent of the Home and is a member of the Senior Leadership team.

Please note: The incumbent of this position will function as “Chief of Service” and as such is excluded from Bargaining Unit 7 under the MNA collective bargaining agreement. Therefore most benefits are governed by the Commonwealth's "Red Book". (For example: your dental/vision benefits will be with the Group Insurance Commission)

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Provides leadership, medical oversight, clinical supervision and implementation of exceptional health care for all veterans of the Home as well as the facility's Outpatient Department

  • Directs and coordinates all the clinical care provided by Physicians, Nurses, Occupational and Physical Therapists, and other clinical staff; Provides education to staff and oversees education of trainees who may rotate through the facility. 

  • Serves as an executive member of Homes’ senior management team and an advisor to the Superintendent in matters pertaining to policy and review setting, service, quality, budget management, clinical outcomes, patient safety, infection control, and efficient practice.

  • Plans and directs the delivery of high-quality care taking into consideration patients/residents unique needs by utilizing policies, procedures, and standards that govern quality clinical care practices.

  • Participates in the development of the medical activities budget, including staffing and support plan and equipment needs projection; ensure that departmental business and financial operations conform to Commonwealth purchasing and contract requirements.

  • Develops and implements departmental goals, plans, and standards consistent with the clinical, administrative, legal, and all Joint Commission, CMS, and DPH Health Care Quality standards.

  • Participates in the Care Management System; provides competent, thorough, quality medical care to all patients/residents and ensures accurate documentation of records.

  • Contributes to the development, preparation, review, implementation and dissemination of policies, clinical protocols and procedures to ensure compliance with all state, federal, Joint Commission, DPH, VA and all regulatory standards and mandates.

  • Supports Quality Improvement projects in medical services that are consistent with Joint Commission standards.

  • Assures the development and implementation of continuous quality improvement initiatives, infection control practices, patient care assessment, clinical protocols, other decision tools, and reviews outcomes.

  • Plans and monitors staffing activities, including hiring, evaluating, disciplinary actions, and continuing education initiatives; Creates and fosters an environment that encourages professional growth.

  • Participates as a member of the clinical staff and provides excellent clinical care to residents under their care inclusive of patients in the residence and those in their clinic panel

  •  Provides or delegates and oversees NP/PA supervision in line with regulatory requirements. 

  • Ensures continuous physician coverage of all services and needs at the facility and appropriate accreditation and scope of practice of the clinical staff providing care within the facility; Collaborates with administrative staff to establish and maintain quality of consulting services at the facility. 

  • Provides clinical guidance into the development and maintenance of effective medical records systems, including their use for quality improvement and effective transition to electronic systems.  

      Required Qualifications:

  • Current and valid registration as a fully licensed physician under the Massachusetts Board of Registration in Medicine.

  • Federal DEA License and state level MSCR license (or in the process of being established).

  • ACLS/BLS active training. 

  • Demonstrated knowledge of the type and availability of public or private organizations and sources for providing psychiatric, medical care and health care services.

      Preferred Qualifications

  • Demonstrated leadership role in a healthcare delivery system and proficiency with the principles and practices of human resource management, geriatric and extended care for veteran populations.

  • Knowledge of military culture, trauma informed care and infection control practices.

  • Understanding of and familiarity with the management and use of electronic medical record keeping.

  • Demonstrated awareness of state and federal laws, rules and regulations pertaining to VA, and provision of long-term care.

  • Visionary leader with the traits of an influencer which include being an educator, facilitator, collaborator, communicator, negotiator, mentor, and a philosophy of collaboration and teamwork.

  • Capacity to adjust to changing situations to meet emergency or changing program requirements.

  • Strong business acumen, including working knowledge of changing payer and provider landscape.

  • Familiarity and experience with process of TJC accreditation, CMS certification and other hospital practice review processes.

  • Knowledge of credentialing process, delineation of clinical privileges and peer review.

  • Demonstrated ability to supervise staff (clinical and non-clinical) including performance appraisal, employee coaching/training/development, and performance management.

  • An appreciation of the importance of the clinical team, and what patient care departments and operations brings to the patient care endeavor, and the strength of that clinical partnership.

  • Strong written and oral communication skills, and proficiency in Microsoft Office applications including Excel, Outlook, PowerPoint, and Word.

  • Developed clinical experience and acumen pertaining to care for those with advanced age, and in residential settings.
