        Occupational Medicine Physician Job Description

Overview 

Access Omnicare (AOC) seeks a physician with appropriate training, experience, and strong diagnostic, treatment, communication, and leadership skills for leading our physician-based, on-site medical facility located within Tesla’s main manufacturing plant in Fremont, CA. The successful candidate will have training, expertise, and experience to accurately diagnose and competently treat and manage predominantly musculoskeletal work injuries; perform respirator medical clearance examinations, interpret screening audiograms, and perform other basic medical surveillance examinations; triage emergency (including non-occupational) medical situations; liaison with production, EHS, workers’ compensation, and HR managers; and direct the clinical support staff. This position has the opportunity for growth to provide strategic and tactical direction and oversight to Access Omnicare’s main clinic and other on-site medical clinics in the Silicon Valley area.

Training, Qualifications and Experience

  • Doctorate of Medicine (MD) degree from an accredited medical school.
  • Residency training in any of the following fields: Occupational Medicine, Internal Medicine, Family Medicine with Sports Medicine, Emergency Medicine, or Physiatry. Occupational Medicine residency training should include additional training in one of the above or another specialty.  
  • Board-certification (preferable) or board-eligibility (within two years) in any one or more of the above specialties.   
  • Current unrestricted license to practice medicine in California with no prior adverse disciplinary actions in any jurisdiction.
  • Minimum five years’ experience in the past seven years in clinical practice (urgent care, occupational clinic, private practice, institutional clinic) with at least 50% of time devoted to: diagnosing and treating work injuries and illnesses, performing respirator medical clearance evaluations, chemical exposure-related conditions, fitness for duty examinations, minor injury care (suturing, wound care), and other occupationally-related clinical care.
  • Demonstrable knowledge and understanding of: California workers’ compensation law and requirements for medical determinations of work-relatedness; OSHA recordability criteria; respirators, hearing protection, and applicable requirements of OSHA respiratory protection and noise Standards; professional guidelines (e.g., ACOEM Guidelines for musculoskeletal conditions); drug and alcohol testing; safety data sheets (SDS), and basic chemical exposure and toxicity information.
  • Preferable: DOT CDL certification; MRO certification; experience supervising mid-level practitioners (NP, PA, MA) and staff.

On-site Health Center Scope and Mission

This position offers a unique opportunity for a physician (MD) to serve as the principal clinician for an externally-operated, physician-led occupational health center (clinic) located inside a major automotive manufacturing facility. The Health Center is managed by Access Omnicare, an independent occupational health facility well established in the Fremont area owned and led by an orthopedic hand/upper extremity specialist. Access Omnicare provides a combination of on-site primary injury care and preventive occupational health services, and immediately accessible off-site orthopedists (including the owner/medical director), physical therapists, and diagnostic services for consultation or management of more diagnostically complex cases. 

This on-site clinic’s mission to provide accessible, consistent, thorough, transparent, and legally compliant occupational health services in a cost-effective manner, ensuring and balancing the interests of the employees and the company. It is overseen by Tesla’s EHS Department, which is charged with ensuring a safe workplace, preventing and managing work-related injuries and illnesses, and maintaining regulatory compliance. All employees have full medical benefits and access to external medical providers for non-occupational conditions.

Requirements & Expectations

  • Clinical expertise to accurately recognize, diagnose, determine occupational causation, and medically manage the prevalent work-related presentations in the facility’s employee population: acute and chronic musculoskeletal injuries, skin lesions, respiratory, and other internal symptoms. In addition to proficient history taking, physical examination, and musculoskeletal and internal medicine differential diagnosis skills, the front-line physician must acquire through scheduled workplace walk-throughs working knowledge of operational processes, job duties and hazards, and exposure/hazard controls (e.g., ergonomics, gloves, respirators), and understand the organizational needs to match the specific medical diagnosis and circumstances to appropriate return-to-work limitations or restrictions to maximize recovery and transition back to full duty. The physician should judiciously utilize prescription and non-prescription medications (particularly but not limited to analgesics), diagnostic testing, physical therapy, and other ancillary services, following professional guidelines where applicable.
  • Personal attributes including a combination of self-confidence, humility, integrity, accessibility, flexibility, adaptability, and maturity are necessary to take and provide feedback, accept and execute responsibilities, and thrive in a dynamic work environment. The front-line physician must be able to balance accountability with independence, objectivity with compassion and situational understanding, and transparency with discretion. The expectation is a leader who is willing to listen, learn, and collaborate with Access Omnicare’s medical director/owner, Tesla’s corporate medical director (a board-certified occupational medicine physician located off-site), Tesla EHS and other managers, and most importantly, from patients (employees).  
  • Effective communication skills—listening, observing, speaking, and documenting—findings, concerns, recommendations, and other information clearly, specifically and succinctly with stakeholders, including patients, Access Omnicare team members, and Tesla supervisors and managers in various roles (EHS, HR, workers’ compensation). This includes documentation in an electronic medical record (EMR), conversations, and correspondence in emails, and completion of required forms (e.g., Doctor’s First Report, Progress Reports). 

Responsibilities

This position will be approximately 85% clinical and 15% administrative, during weekday (Monday-Friday) business hours (8:00 AM – 5:00 PM) with scheduled, after-hours telephone “call.”  No hospital duties are required.

  • The physician must be able to handle a steady, high patient volume for injury diagnosis and management, balancing thoroughness with time, and responding to emergency situations as they arise. 
  • The physician will be scheduled to perform basic respirator medical clearance examinations and interpret screening audiograms for employees who are assigned respirators and hearing protection, respectively. Other basic medical surveillance examinations (e.g., formaldehyde, isocyanates) and fitness for duty examinations (e.g., return from illness; determination of physical and mental fitness for specific job tasks) may be conducted.
  • In addition to evaluating and treating work-related conditions, a selected amount of care during and after-hours (“call”) entails responding by phone and triaging (i.e., determine disposition, supportive care by overnight MA/EMT staff or Tesla security staff) of work-related and non-work-related medical emergencies among employees (e.g., seizures and loss of consciousness to diabetic episodes and pregnancy complications). 
  • Working closely with the clinic administrator, the physician will delegate duties to and oversee clinical support staff, including RNs, EMTs, MAs, PAs, and NPs to ensure efficient work flows and appropriate procedures for patient care. The physician will be involved in the selection and recruitment of other physicians and ancillary providers, some of whom may potentially rotate through Access Omnicare’s main facility.
