The incumbent is responsible for the VA New England Healthcare System's (VISN 1) Primary Care Service Line. VISN 1 services Veterans from the far north of Maine to the southern borders of Connecticut and includes eight medical centers and numerous outpatient clinics. Most of the medical centers maintain academic affiliations with local universities. Extensive training and research programs in most medical and allied health specialties are present within each of the network facilities. The scope of services provided within the VISN includes all major specialties, including many VA special emphasis programs. Within the VISN, a full continuum of care is delivered.

The Primary Care Service Line Director provides leadership for the service line in the following areas:

  • Systems and business management;
  • Strategic planning; Quality assessment/improvement; Performance measurement/improvement; Human resources and professional staff management; Personal leadership and ethics.

The incumbent also maintains cooperative relationships with other VA entities, such as Veterans Benefits Administration Regional Offices.

The Primary Care Service Line Director is responsible for:

  • Primary Care Service Line Leadership, Call Center Oversight, Clinical care as primary care provider in a VAMC (25%)

VISN 1 Primary Care offers an advanced Patient Centered Medical Home model to over 220,000 patients, known as patient aligned care teams (PACT). With extensive medical student, resident, and fellowship training programs, it is affiliated with numerous research centers at 10 affiliated medical schools and is recognized for providing cutting-edge innovative programs in primary care. The Primary Care Service Line Director will have the opportunity to participate in regional and national leadership activities and contribute to the shaping of Primary Care of the future.

NOTE: Selectee may be required to work at any VISN 1 New England Healthcare System campus, as needed.
NOTE: Salary is commensurate upon qualifications and experience. The selectee's education and length of practice (experience) will be considered by a Professional Standards Board and Compensation Panel in determining the grade and salary.

Job Requirements

1) Citizenship - Must be a US Citizen.

2) Education - Must possess a degree of doctor of medicine or equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree has been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are

  • Schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted; Schools of osteopathic medicine approved by the American Osteopathic Association for the year in which the degree was granted; Schools accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or in the District of Columbia as qualify for full or unrestricted licensure.

3) Licensure - Must possess a current, full, active, and unrestricted license to practice medicine or surgery in any state, Territory, or commonwealth (e.g. Puerto Rico) of the United States, or the District of Columbia.

4) English Language Proficiency - Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).

Preferred Experience:

  • Minimum of seven (7) years of clinical internal medicine or family practice primary care experience. Four (4) years of managerial experience of primary care teams, clinics, units as a Service Line Manager or the equivalent.
