The Chief Medical Officer (CMO) functions as a principal member of the VHA VISN 1 Network Executive Leadership providing the necessary administrative and clinical leadership to actualize the future direction of VISN 1 in the context of the VHA Strategic Plan.

The CMO is expected to be proficient in both the clinical aspects of the organization and delivery of health services, as well as the managerial components necessary to guide large cadres of health professionals in the Network’s medical centers, clinics, and outpatient facilities.

In addition, the CMO is expected to have the requisite coordinating skills in interacting with academic affiliates, veterans service organizations, other VISNS, as well as all other stakeholders doing business with VISN 1.

Knowledge and experience in total quality management, planning, and evaluation of programs with particular reference to assessment of cost-effectiveness of programs and advocacy of sensitivity to the needs and aspirations of a diverse workforce are also expected of the CMO.

Additional duties include, but are not limited to:

  • Participating fully as a member of the Network top management team, providing advice and counsel in all aspects of defining and accomplishing the creation of an integrated healthcare delivery system;
  • Establishing multiple ongoing mechanisms for open communication throughout all levels of the Network, whereby Chiefs of Staff, Service Line Managers and other key clinical and administrative Network employees are kept informed of organizational developments that affect them;
  • Participating in both short and long-range planning of all patient care, education, and research programs in the Network to enhance both effectiveness and efficiency of clinical, educational, and research programs;
  • Managing the Network-wide integration of the clinical service lines;
  • Conducting site visits to Network facilities on an ongoing basis to observe care delivery and monitor compliance with standards of practice; and,
  • Collaborating with the Chief Financial Officer of the Network in developing an annual budget and its implementation.

NOTE:  This position is a non-bargaining unit position.
NOTE:  Selectee may be required to work at any VISN 1 VA Healthcare System campus, as needed.

NOTE:  Salary is commensurate upon qualifications and experience. The selectee’s education and length of practice (experience) will be considered by a Professional Standards Board and Compensation Panel in determining the grade and salary.

Basic Requirements:

1) Citizenship - Must be a US Citizen.

2) Education - Must possess a degree of doctor of medicine or equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree has been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are 1) schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted; 2) schools of osteopathic medicine approved by the American Osteopathic Association for the year in which the degree was granted; 3) schools accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or in the District of Columbia as qualify for full or unrestricted licensure.

3) Licensure - Must possess a current, full, active, and unrestricted license to practice medicine or surgery in any state, Territory or commonwealth (e.g. Puerto Rico) of the United States or the District of Columbia.

4) English Language Proficiency - Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).

POSITION REQUIREMENTS:
This position has additional requirements in addition to the basic requirements listed above. These elements are critical to the success of the position. All requirements must be met and clearly supported by your resume/application package.

• A minimum of 10 years of professional practice with increasing responsibility, at least 5 with administrative function experience

• Leading a large clinical program, service line, or medical facility

• Previous position/s of increasing responsibility leading programs at the local or regional level

• Strong interpersonal and communication skills

• Ability to function as a liaison with congressional offices, and other stakeholders

• Ability to work with community organizations

• Ability to partner with academic affiliations and research programs

• Experience with managing budgets and developing programs to enhance revenue

• Experience with regulatory agencies and quality oversight programs
