LOCATION:  Fort Wainwright, Fairbanks, Alaska

RESUME SOLICIATION OPENING AND CLOSING DATES:  31 July-3 August 2018

AREA OF CONSIDERATION:  Current, permanent U.S. Army Medical Command employees assigned to PHYSICIAN (OTOLARYNGOLOGY) GP 0602 -15 positions who are eligible for voluntary non-competitive reassignment.

OVERVIEW: 

This position is located at MEDDAC-AK ENT CLINIC

Relocation assistants is authorized.

Management prefers that candidate be board certified in Otolaryngology Surgery.

This position serves as a Physician (Otolaryngology) within the Department of Surgery. 

About the Location: Fairbanks is host to many different cultures; unique shopping and dining facilities as well as sporting activities such as fishing, hunting, hiking, camping, snowboarding and skiing. We have spectacular views of the Northern Lights and larger than life ice sculptures. Population is about 87,000. Winter brings consistent snow conditions from November through March. Winter temperatures average 8 degrees F to -19 degrees F; summer temperatures rise into the 70s and 80s. Our new facility is constantly evolving to reflect our growing population with new technology and training opportunities.

Medical malpractice liability insurance is not required for federal civilian healthcare providers as they are covered by the Federal Tort Claims Act (28 U.S.C. § 1346(b)) while acting within the scope of their employment. 


Serves as staff surgeon at Bassett Army Community Hospital (BACH), Fort Wainwright, AK Otolaryngology Clinic. Performs duties as Chief of the Otolaryngology Clinic which is composed of ancillary clinical staff and administrative personnel. As a board certified Otolaryngology Surgeon, provides the full range of diagnostic, therapeutic and operative procedures for patients in the outpatient, Inpatient and Operative Settings.

1. Performs major surgical operations and procedures related to Otolaryngology Surgery to include, but not limited to: Treatment of benign ear disease, hearing loss, aural trauma; Mastoidectomy; stapedotomy; Nose and Paranasal Surgery; reconstructive and cosmetic procedures; Surgery for sleep-related disorders; Excision of benign and malignant lesions of skin, salivary glands, thyroid glands, para-thyroid glands, oral cavity, pharynx, larynx, lymphatic system, cervical esophagus and neck including minor ablative cancer surgery. Repair and reconstruction of injuries of the soft tissue and bone of the facial skeleton and head and neck; Utilization of panendoscopy in the evaluation of head and neck cancer patients. Foreign body removal.. Provides counseling for short and long-term follow-up for patients and coordinates patient care with other Medical Specialties throughout Bassett Army Community Hospital as appropriate. Provides initial assessment, counseling, and evaluation for surgical options for patients. Provides follow-up for patients who have undergone surgical procedures at BACH or elsewhere, and provides assessment and counseling for patients who develop a problem related to an Otolaryngology procedure. Assures high quality follow-up for post-surgical patients. 

2. Evaluates clinical and administrative performance of assigned staff within the clinic. Provides technical supervision of nursing and physician practitioners. Assures high quality patient care is provided. Maintains the administrative processes of the clinic and makes changes when appropriate. Establishes policy and issues operational directives to insure the clinic operates efficiently and within the general parameters of the medical center. 

3. Provides night and weekend staff coverage for the Otolaryngology Clinic. Call rotation is available with local civilian contractors. Provides the usual gamut of staff duties in connection with call, to include actual performance of surgery and direct/indirect supervision of house staff performed during night/weekend surgery, as well as hospital rounds in connection with these patients. Fills in as needed to provide staff surgical coverage in elective or emergency Otolaryngology cases performed during normal duty hours when required by non-availability of other surgical staff, or to maintain operative skills in common surgical procedures in Otolaryngology Surgery. 

4. Serves on various clinical and administrative Hospital and Department of Surgery Committees as required for the purpose of insuring inter and intra Departmental coordination and insuring issues are addressed in an interdisciplinary manner.

US Citizenship Required

BASIC REQUIREMENTS: Doctor of Medicine (MD) or Doctor of Osteopathy (DO) degree from a school in the US or Canada approved by a recognized accrediting body in the year of the applicants graduation. An MD or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the US may be demonstrated by permanent certification by ECFMG or a fifth pathway certificate for Americans who completed premedical education in the US and graduate education in a foreign country.

Graduate Training: Subsequent to obtaining an MD or DO, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the US or Canada. Listings of accredited programs are published yearly in the Directory of Residency Training Programs and the Yearbook and Directory of Osteopathic Physicians.

Licensure: Candidates must have a permanent, full, and unrestricted license to practice medicine in a State, DC, Puerto Rico, or a territory of the US. In addition to meeting the above basic requirements, applicants must have completed 5 years of residency training in the specialty of the position to be filled or equivalent experience and training.
