Who May Apply:  Current, Permanent Army Medicine Employees – Supervisory Physician (Psychiatry) GS-0602-15

The position is located in Hohenfels Health Clinic and encompasses and provides service to U.S. Army installations in Grafenwoehr (Tower Barracks), Vilseck (Rose Barracks), Hohenfels (Hohenfels Training Area) and Garmisch (Artillery Kasern and Sheridan Barracks). USAG Bavaria has approximately 35,500 community members. To put our population in perspective, the National League of Cities data shows that over 90% of municipal governments in the U.S. have. Like large municipalities, we are service providers. However, USAG Bavaria is responsible for providing services that civilian municipalities are not chartered to provide such as the sustainment, restoration, and modernization of all facilities within our installation borders.

1. Supervisory Physician (Psychiatry) serve as an expert in the field of Psychiatry. Supervisor outlines the general scope of professional services, administrative policies, and provides general professional, administrative and medical direction. Assignments are performed in accordance with Army and Medical Treatment Facility(MTF) regulations, guidance, policies and procedures. Individual exercises independent judgment in selection and performance of the full range of patient and consultant services.

a. Develop individualized biopsychosocial treatment plan based on the individual’s diagnosis, personal and family history, current family situation, laboratory and other diagnostic tests and procedures taking into consideration family, community, and military-specific factors. Make decisions that have significant impact on the lives of others, including the need for hospitalization, referrals to internal or external organizations, work or school restrictions, disability evaluations, restrictions on overseas assignments and eligibility for specialized programs such as exceptional family member program (EFMP).


b. Make available professional consultation, and provide collaborative medical support to other professional staff, interdisciplinary teams such as psychologists, advanced practice nurses, social workers and non-behavioral health medical providers, as well as military specific liaison/consultation with commanders, civilian and military organizations and programs. 

c. Within the boundaries of qualifications and credentials, provide professional patient care for patients and beneficiaries presenting with a wide variety of illnesses as needed and directed.

 

d. Participate in quality assurance, and quality improvement studies, utilization review, risk management, and peer review activities. Make recommendations and decisions that have significant impact on the lives of others such as recommending hospitalization. Participate, support, and assume primary role for specified assignments in Quality Improvement (QI) activities in Psychiatry Service in support of the total Behavioral Health (BH) mission. Ensure compliance with National Committee Quality Assurance (NCQA), The Joint Commission (TJC), DoD and DA published standards throughout the area of responsibility through the development of internal review systems designed to continuously monitor and measure quality against applicable standards.

2. Perform first level supervisory work; plan work to be accomplished by subordinates, set and adjust short-term priorities, prepare schedules for completion of work; assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; develop performance standards, evaluate work performance of subordinates; give advice, counsel, or instruction to employees on work and administrative matters; interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions; hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identify developmental and training needs of employees, providing or arranging for needed development and training; and find ways to improve production or increase the quality of the work directed.

3.  Direct all aspects of BH clinic and services, promote patient centered services, access to quality care. Provide oversight for operating budget and business plans, establish financial priorities, and allocate funds accordingly, collaborate, negotiate, and facilitate recommendations and decision-making within the clinic. Develop and promote family related BH services, encourage community and MTF participation.

CONDITIONS OF EMPLOYMENT:

RETURN RIGHTS:

  • Return rights are granted to civilian employees hired from stateside DoD activities to overseas positions per 10 U.S. Code § 1586 - Rotation of career-conditional and career employees assigned to duty outside the United States
  • Apply only to current employees recruited from non-foreign areas for employment outside of CONUS
  • Employees have return rights to their original position for five years and must exercise those return rights unless forfeited or formally extended.
  • Employees lose return rights when taking a new position outside of DOD or non-appropriated funds positions.
  • When an employee exercises their return rights they will be placed in the position they held prior to their assignment outside of the United States.
  • If the employee voluntarily stays overseas for longer than five years, they will forfeit their return rights.
  • If the employee voluntarily returns to a different position in CONUS, return rights are automatically forfeited.
  • Any employee who leaves government service automatically forfeits their return rights.
