The Person:

NCI is seeking an innovative leader to serve as its Director, Center for Biomedical Informatics and Information Technology (CBIIT). Information about CBIIT can be found at: www.cancer.gov. The Director, CBIIT serves in an equivalent extramural Program Division Director position reporting directly to the NCI Director. The Director, CBIIT leads the federal government components in the cancer research informatics and information technology (IT) enterprise. The CBIIT Director will: (1) envision and oversee the current and future NCI biomedical informatics and information technology (IT) program and advocate for the appropriate use of data science, informatics, and IT in basic, translational, and clinical research; (2) develop the CBIIT vision and strategic plans to address the NCI biomedical informatics and IT needs; (3) lead the development and coordination of all NCI IT assets, and maintain NCI-wide IT and informatics infrastructure; (4) collaborate with internal NCI stakeholders and external stakeholders to include the National Library of Medicine, NIH, Department of Human and Health Services, Department of Energy, Data Commons Teams, and the cancer research community on informatics initiatives necessary to fulfill NCI's biomedical informatics mission; (5) establish, communicate, and coordinate informatics exchange and technology standards in conformance with Federal requirements; and (6) provide centralized, integrated computer support services to the NCI scientific and business computing communities.

The CBIIT Director provides executive, managerial leadership, and oversight for NCI-wide data science and informatics vision to NCI data science, informatics, and computational investments; oversees the implementation of the NCI Data Ecosystem and the functions of the CIO, NCI; interacts with the NIH CIO and coordinates data science and research data access, cybersecurity, and privacy policies for NCI at a national level; oversees all NCI security and IT systems holding personally identifiable information (PII) such as clinical trials data, maintenance, and expansion of the Genomic Data Commons infrastructure; implements the NCI’s use of cloud services and the NCI Data Ecosystem; and, manages a federal workforce of approximately 70 people and more than 600 contractors engaged in providing a wide range of IT, biomedical research informatics, and software infrastructure services to NCI. The CBIIT Director participates in the scientific leadership of NCI to implement NCI research and training initiatives and represents NCI on relevant national and international research committees.

Position Requirements:

Applicants must possess a doctoral level degree (e.g., PhD or MD) in an academic field related to the health sciences or allied sciences appropriate to the work of this position OR equivalent experience. Candidates must have relevant experience leading and managing the day-to-day operational data science, informatics, and cancer research IT activities of a large biomedical research organization. Candidates must have expert knowledge of data science and informatics, cancer research, computer science, IT, and cybersecurity to ensure proper communication and coordination among stakeholders. Candidates must have experience providing strategic vision, management, and leadership in the support of biomedical informatics research, scientific management information programs, and cybersecurity. Candidates must have experience overseeing a multi-million-dollar budget, scientific and administrative staff, and scientific contractors; implementing strategic advanced data science, IT and cybersecurity initiatives; providing expert advice on matters related to cross-cutting data science, IT and cybersecurity; and collaborating with other government agencies, academic, industry and private sector interests. Excellent written and oral communication skills are essential. This position will be filled under a Title 42(f) excepted service appointment.

Salary/Benefits:

Salary is competitive and will be commensurate with the experience of the candidate. A recruitment or relocation bonus may be available, and relocation expenses may be paid.
