The Environmental Protection Agency’s (EPA) Office of the Science Advisor (OSA), Office of Research and Development (ORD) is seeking a senior executive and programmatic leader for the position of Human Subjects Research Review Official (HSRRO) in Washington, DC. The HSRRO provides ethical and regulatory oversight for all research involving human participants conducted by EPA scientists or funded by the EPA. The HSRRO is also responsible for the education and training of all of those involved in human subjects research across the agency from the investigators conducting the research to the highest level managers in the organization.

Who We Are Looking For?

We are looking for an experienced leader in human research ethics and human subjects protection who can provide strategic vision and leadership for human subjects research at EPA. This person should have experience in an organization that conducts or oversees research with human subjects and should understand the legal, ethical, and cultural values associated with human subjects research. The applicant must have direct experience conducting, administering, and/or regulating human subjects research and an advanced degree (see specific requirements below). Experience with the institutional review board process is highly desirable.

Major Responsibilities of the Human Subjects Research Review Official

  • Ensures EPA policies and procedures comply with the Common Rule and 40 CFR 26, the Belmont Report, and best practices in human research ethics.
  • Reviews all human subjects research projects conducted or supported by EPA and serves as the primary resource for human subjects research at the agency.
  • Oversees the management of systems for tracking, coordinating, and archiving records related to human subjects research.
  • Prepares and delivers training on human subjects research policies, procedures, and best practices to agency personnel.
  • Serves as an expert liaison to national and international human research committees, commissions, and professional organizations.
  • Develops, presents, and publishes papers at national conferences and in journals addressing the conduct of human studies.

Educational Requirements

Applicants must have either:

  1. A degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines or a combination of education and experience (with courses equivalent to a major in a biological science) for the Natural Resources Management or Biological Sciences series, ST-0401;
  2. A degree in toxicology or an appropriate discipline of the biological, medical, or veterinary sciences that included at least 30 semester hours in chemistry, biochemistry, or physiology, and 12 semester hours in toxicology for the Toxicology series, ST-0415; OR
  3. A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science or a combination of education and experience (with education equivalent to a degree in physical science, engineering, or mathematics that included at least 24 semester hours in physical sciences and/or engineering) for the General Physical Science Series, ST-1301.

Salary and Benefits

This is a Scientific or Professional (ST) position. The current salary range is $123,175.00 to $185,100.00, depending on experience. This position offers full benefits, including health and life insurance, retirement, and vacation and sick leave.
